The participating institutions form a network and regard the following principles as a forward-looking agenda:

The aims are to secure, preserve, develop and make available audiovisual media and materials as an important cultural resource for the interested public: in particular for education, instruction, scholarship, research, teaching and art.

The network utilizes and links cultural and scholarly resources and services of archives, libraries, document centres, museums and research facilities in various locations.
- Networking and decentrality
Advantages of the open network are
- the developed and proven system of non-central resources management
- access independent of location
- networking of non-central institutions via modern communications technology and
- concomitant systematic access to available audiovisual media.
- Forum
The network serves the participating institutions as a forum of communication.
